Gary Fox is a retired CPA, the father of two Penn graduates, and the grandfather of two current P‑H‑M students.
Gary previously served on the P‑H‑M Board of School Trustees from 2000 through 2020. During that time, he helped develop an action plan that resolved financial shortfalls, stabilized the tax rate, and ushered in substantial improvements in student performance.
Under Gary's leadership, P‑H‑M became one of the top school systems in the state—while maintaining the lowest tax rate in St. Joseph County.
Gary is committed to maintaining and improving P-H-M excellence through a focus on four key areas:
A school board's number-one priority should be keeping all students and staff physically and emotionally safe.
Gary supports increased funding for safety measures, not just for protection against external threats, but also for internal intervention resources to assist in classrooms, buses, and other areas.
Transparency needs to be both external and internal and must follow state guidelines.
Community members and P-H-M team members should trust that they are heard when they raise issues—even if they don't always agree with the chosen solution.
Gary has a 20-year history of listening to P-H-M's external and internal stakeholders. He believes soliciting input from all P-H-M team members is important to building trust as the district continues to evolve its strategy and vision.
A strong school board is accountable to students, families, P-H-M team members, and the community as a whole.
Gary knows that accountable board is one in which all members demonstrate professionalism, engage in respectful discourse, and work together to create a vision that unifies the community. An accountable board also makes evidence-based, data-driven decisions that yield measurable results.

During his previous service on the board, Gary helped P-H-M navigate through difficult financial times. He worked to create an action plan that prevented staff layoffs and allowed for new investments in facilities and student learning—all without raising taxes.
